MMPA was founded in June 2013 by Maresa Molloy, a former Head of Policy & External Affairs at Liverpool Chamber of Commerce. In 2011 the Chambers of Commerce lobbied Government to consider business involvement in neighbourhood planning – a concept that was emerging from the Localism Bill. As well as nominating one of the 8 Business Neighbourhood frontrunners, Maresa continued to work closely with her nominated frontrunner, Liverpool Innovation Park.
